Rachel is an elite police officer as part of Tokyo Special Police Force. She was born from a Japanese father and a Spanish mother, who both died when she was very young. She became a police officer at 18. Although she is a very strong and skilled officer, she is often scolded for always arriving late to work. She also often drinks beer when she eats dinner. When she first meets Asuka, she is cold to her at first, having no interest in having a partner, but she begins to open up to Asuka more as they grow close together. In the radio drama/musical adaption, Rachel is portrayed by Sayaka Akimoto (秋元才加).
