Angel is an angel appointed by the "committee" (God) to accompany Johnny, a wrongly accused man who was given the chair, as he returns to earth to help prove other wrongly accused victims innocent. Bound by chains to Johnny's soul, he is tortured by the committee for every rule Johnny breaks. After Johnny pays the ultimate sacrifice, Angel is set free and his wings are returned. As a thank you to Johnny, he remains on earth to look after Johnny's sister and his love interest, Rain.
