Rikuo used to be the leader of the cats in the third district. While protecting Toraji, he was injured by another cat and captured by humans, and Toraji misunderstands that he'd also been neutered. Rikuo isn't particularly strong or aggressive, and has chosen to remain in the third district to look after all the cats, and especially the kittens.
